学校简介 About BUPT

北京邮电大学是教育部直属、工业和信息化部共建、首批进行“211工程”建设的全国重点大学,是“985优势学科创新平台”项目重点建设高校,入选国家首批“双一流”学科建设高校,是一所以信息科技为特色、工学门类为主体、工管文理协调发展的多科性、研究型大学,是我国信息科技人才的重要培养基地。

Beijing University of Posts and Telecommunications (BUPT) is a university directly under the administration of the Ministry of Education (MoE) and co-built by the Ministry of Industry and Information Technology (MIIT). BUPT is one of the first “Project 211” universities, having joined the “Project 985 Innovation Platform for Superior Discipline”. We are also listed as one of the universities with “Double First Class Discipline” in China. Moreover, BUPT is a comprehensive university with information technology as its main feature, engineering and science as its main focus and a combination of engineering, management, humanities and sciences as its main pursuit, henceserving as an important base for nurturing high-tech talents.


自1955年建校以来,经过60多年的建设与发展,学校全日制教育已经形成了信息背景浓郁、专业特色鲜明、学科优势突出的办学格局。学校现设有信息与通信工程学院、电子工程学院、计算机学院、自动化学院、软件学院、数字媒体与设计艺术学院、现代邮政学院、网络空间安全学院、光电信息学院、理学院、经济管理学院、人文学院、马克思主义学院、国际学院、网络教育学院、继续教育学院、民族教育学院和体育部等多个教学单位,以及网络技术、信息光子学与光通信、感知技术与产业3个研究院,并设有研究生院。目前,学科专业已经涵盖理学、工学、文学、法学、经济学、管理学、教育学、哲学、艺术学等9个学科门类,涉及22个一级学科。其中,我校“信息与通信工程”和“计算机科学与技术”两个学科入选了国家“双一流”学科建设名单。在2017年国家公布的全国第四轮学科评估结果中,我校“信息与通信工程”、“计算机科学与技术”以及“电子科学与技术”三个一级学科获评A类,其中“信息与通信工程”学科取得A+的好成绩。

Since its foundation in 1955, BUPT has become a prestigious university with comprehensive disciplinary strength featured by Information Technology. BUPT now has 18 schools, three research institutes and one graduate school. The 18 schools include the School of Information and Communication Engineering, School of Electronic Engineering, School of Computer Science, School of Automation, School of Software Engineering, School of Digital Media and Design Arts, School of Modern Post, School of Cyberspace Security, Institute of Information Photonics and Optical Communications, School of Sciences, School of Economics and Management, School of Public Management, School of Humanities, International School, School of Online Education, School of E-learning (Continuing Education), School of Ethnic Minority Education, Teaching and Research Center for Marxism and Department of Physical Education. Our three research institutes are Institute of Network Technology, Institute of Information Photonics and Optical Communications as well as Institute of Intelligent Sensing Technology. The schools and institutes mentioned above cover nine disciplinary categories such as engineering, science, literature, management, economics, philosophy, law, education, humanities and arts, including 22 first-level disciplines. Among all the first-level disciplines, Information and Communication Engineering and Computer Science and Technology have been included in the list of “Double First Class Discipline”. According to the MoE’s assessment results in 2017 (the 4th time) for the first-level disciplines, three first-level disciplines at BUPT—namely, Information and Communication Engineering, Computer Science and Technology, and Electronic Science and Technology achieved the A level, with Information and Communication Engineering at the A+ level.

With a commitment to faculty development, BUPT actively promotes the “Talent Cultivation Project”. 学校目前有信息与通信工程、电子科学与技术2个国家重点学科,7个北京市重点学科,8个部级重点学科;网络与交换技术、信息光子学与光通信2个国家重点实验室,灾备技术、移动互联网安全技术、信息内容安全技术、工业控制系统安全技术、电子政务云计算应用技术5个国家工程实验室,各类省部级重点实验室9个。

Moreover, BUPT has two first-level disciplines accorded national key discipline status, namely Information and Communication Engineering, and Electronic Science and Technology, seven first-level disciplines accorded key discipline status by Beijing Municipality, eight first-level disciplines accorded by the MoE, two key state laboratories, namely the State Key Laboratory of Networking and Switching Technology and the State Key Laboratory of Information Photonics and Optical Communications, five National Engineering Laboratory, namely National Engineering Laboratory for Disaster Backup and Recovery, National Engineering Laboratory of Mobile Internet Security Technology, National Engineering Laboratory of Information Content Security Technology, National Engineering Laboratory of Engineering Control System Security Technology, and National Engineering Laboratory of E-government and Cloud Computing Application Technology, as well as nine Key Laboratories at provincial level.


学校注重国际化发展。近年来,成功申报和建设了“通信与网络核心技术创新引智基地”、“高等智能与网络服务创新引智基地”、“无线网络融合创新引智基地”、“信息网络体系构建与融合学科创新引智基地”、“物联网基础理论与关键技术学科创新引智基地”等五个国家“111”创新引智基地,引进了以诺贝尔物理学奖获得者若列斯·阿尔费罗夫教授、加拿大两院院士诺曼·比尤利教授为代表的世界一流学术大师和科研学者,形成了实力强大的国际化研究阵容。

BUPT also promotes broad international cooperation and exchange. In recent years, BUPT has founded five international expert centers sponsored by the “National Overseas Expertise Introduction Center for Discipline Innovation” (“111 Project” for short). The five national centers are for Key Technologies for Telecommunications and Networks, Advanced Intelligence and Network Service, Wireless Network Convergence, Information Network Construction and Integration, and Basic Theory and Key Technology of Internet of Things. BUPT also regularly invites experts and scholars over the world, with distinguished professors such as Professor Zhores I. Alferov, the 2000 Nobel Laureate in Physics, and Professor Norman C. Beaulieu, the iCORE Research Chair and the Canada Research Chair in broadband wireless communications.


人才引进 Talent Recruitment

人才类型

我校引进人才分为杰出人才、领军人才、拔尖人才、优秀人才四个层次。

(一)杰出人才
  杰出人才,一般为中国科学院院士、中国工程院院士、发达国家科学院或工程院院士、“诺贝尔奖”或“图灵奖”等国际权威奖项获得者等,年龄一般在65岁以下。

(二)领军人才
  领军人才,一般在海内外知名高校、科研院所、国际知名企业受聘正教授或担任相当职务,从事自然科学、工程技术、经济金融、管理、人文等领域的研究工作,具备世界一流的研究水平。年龄一般在55岁以下,并满足下列条件之一:
  1.长江学者奖励计划特聘教授;
  2.“国家杰出青年科学基金”获得者;
  3.“国家万人计划”领军人才;
  4.国家级教学名师奖获得者;
  5.经评审达到以上相当水平的专家学者。

(三)拔尖人才
  拔尖人才,一般为我校学科建设急需,并在相应领域有较高造诣的专家,年龄一般在45岁以下(人文社科领域人才年龄可放宽至50岁),并满足下列条件之一:
  1.长江学者奖励计划青年学者;
  2.“国家万人计划”青年拔尖人才;
  3.“国家优秀青年科学基金”获得者;
  4.海外知名大学教授或副教授;
  5.经评审达到以上相当水平的专家学者。

(四)优秀人才
  优秀人才,在相应学科领域有较强学术影响力和较大发展潜力的中青年人才,按照学术水平分为A类、B类和C类。

入选A类岗位,要求具备冲击领军人才层次的实力,年龄一般在40岁以下(人文社科领域人才年龄可放宽至45岁);
  入选B类岗位,要求具备冲击拔尖人才层次的实力,年龄一般在35岁以下(人文社科领域人才年龄可放宽至40岁);

C类岗位,主要针对国内外著名高校毕业的优秀应届博士(博士后),要求具备冲击各人才层次的潜力,年龄一般在30岁以下(人文社科领域人才年龄可放宽至32岁)。


Categories of Talents

Talent Recruitment at BUPT has four main categories, including “DistinguishedProfessors”, “Leading Professors”, “Outstanding Professor” and “Young Talents”.

1. Distinguished Professors

“Distinguished Professors” are generally Academicians of Chinese Academy of Sciences, Academicians of the Chinese Academy of Engineering, Foreign Academicians, winners of internationally recognized awards such as the Nobel Prize or the Turing Award, etc., under the age of 65.

2. Leading Professors

“Leading Professors” are talents who have worked as a professoror with other related positions in renowned universities, research institutes, or enterprises home and abroad, in the areas of natural science, engineering technology, economics and finance, management and humanities. Those who belong to this category should have first-class research competence under the age of 55. They should also have one of the following qualifications:

(1) The awardee of the “Recruitment Program for Innovative Talents (Long Term)” or the “Recruitment Program for Foreign Experts”;

(2) The awardee of the “DistinguishedChang Jiang Scholar”;

(3) The awardee of the “National Science Fund for Distinguished Young Scholars”;

(4) The leading professor of the “Ten Thousand Talents Plan”;

(5) The winner of the “National Excellent Teacher”;

(6) An expert has the similar qualifications after this university’s professional evaluation.

3.Outstanding Professors

“Outstanding Professors” are those who meet our discipline construction needs and have special achievements in related areas, under the age of 45 (50 for candidates in the field of social science).They shouldhave one of the following qualifications:

(1) The awardee of the “Young Thousand Talents Plan”;

(2) The awardee of the “Young Chang Jiang Scholar”;

(3) The young outstanding professor of “Ten Thousand Talents Plan”;

(4) The winner of the “National Science Fund for Outstanding Young Scholars”;

(5) A professor or associate professor fromprestigious universities overseas;

(6) An expert has the similar qualifications after this university’s professional evaluation.

4.Young Talents

Young Talents are those who stand out among his/her peers or have the potential to become leading talents in his/her research field. Young talents are divided into three different levels, depending on their academic achievements.

Young Talents at A-level should have the potential to become “Leading Professors”. They should beunder the age of 40 (45 for candidates in the field of social science).

Young Talents at B-level should have the potential to become “Outstanding Professors”. They should be under the age of 35(40 for candidates in the field of social science).

Young Talents at C-level should be graduating PhDs, or post-doctors from leading universities at home and abroad. They should have the potential to become talents at a higher level. They should also be under the age of 30 (32 for candidates in the field of social science).


相关待遇及支持条件

学校对引进人才实行年薪制。各层次人才的基础年薪对应于完成基本岗位任务。在完成基本岗位职责基础上,学校鼓励引进人才围绕“双一流”建设做出更多贡献,根据工作绩效可获得相应绩效年薪。

(一)杰出人才
  年薪不低于120万元,其他待遇学校将根据国家相关政策和实际情况一事一议,在住房、工作团队、科研用房等方面全力支持。

(二)领军人才
  1.聘为教授,直接认定博士生导师。
  2.薪酬:基础年薪60万元 + 绩效年薪。
  3.居住条件:学校提供200万元安家费;或提供50万元安家费+高层次人才住房购买资格。
  4.工作条件:为引进人才提供优良的科学研究环境与试验平台,根据工作需要解决科研用房及配套设施,配备科研助手。
  5.科研启动费:人文社科类提供50—100万元,自然科学类提供150—500万元。
  创新人才长期项目或外专项目入选者,其聘期、待遇及支持条件可一事一议,不受以上条件限制。

(三)拔尖人才
  1.聘为教授,直接认定博士生导师。
  2.薪酬:基础年薪40万元 + 绩效年薪。
  3.居住条件:学校提供150万元安家费;或提供40万元安家费+高层次人才住房购买资格。
  4.工作条件:为引进人才提供优良的科学研究环境与试验平台,根据工作需要解决科研用房及配套设施。
  5.科研启动费:人文社科类提供30—80万元,自然科学类提供100—300万元。

(四)优秀人才
  优秀人才根据申请人的学术水平分为A类、B类和C类,待遇及支持条件分别如下:

A类:
  1.岗位:特聘研究员,博士生导师。
  2.薪酬:基础年薪28万元 + 绩效年薪。
  3.居住条件:提供免租金的公租房或周转房,或提供4000元/月的租房补贴。
  4.工作条件:为引进人才提供优良的科学研究环境与试验平台,根据工作需要解决科研用房及配套设施。
  5.科研启动费:人文社科类提供20—40万元,自然科学类提供50—100万元。

B类:
  1.岗位:特聘副研究员,博士生导师。
  2.薪酬:基础年薪24万元 + 绩效年薪。
  3.居住条件:提供免租金的公租房或周转房,或提供3000元/月的租房补贴。
  4.工作条件:为引进人才提供优良的科学研究环境与试验平台,根据工作需要解决科研用房及配套设施。
  5.科研启动费:人文社科类提供10—30万元,自然科学类提供40—60万元。

C类:
  1.岗位:助理教授。
  2.薪酬:基础年薪18万元 + 绩效年薪。
  3.居住条件:两个聘期内提供1500元/月的租房补贴,或根据实际情况提供周转房供居住。
  4.工作条件:为引进人才提供优良的科学研究环境与试验平台。
  5.科研启动费:人文社科类提供5—10万元,自然科学类提供10—20万元。

另外,对于各类引进人才,学校根据国家相关政策和引进人才的实际情况,协助解决引进人才及配偶、子女的进京户口问题,优先推荐引进人才子女入读我校附属学校。


Benefits

BUPT adopts an annual salary system for the contracted talents. We expect our talents to fulfill their basic job requirements and also encouragethem to make greater contributions tothe university’s mission of building the “Double First Class University” and “Double First ClassDiscipline”. Accordingly, we will provide the contracted talents with a benefits package, including competitive salary, accommodation, and start-up research funds for building their professional research teams.

1.Distinguished Professors

(1) A competitive salary based at 1,200,000 CNY per year with potential bonus;

(2) Negotiable housing allowance, favorable research environment and adequate resources.

2.Leading Professors
(1) A position as the Professor and PhD adviser;

(2)A competitive salary based at 600,000 CNY per year with potential bonus;

(3) One-time housing allowance (2,000,000 CNY), or a quota for purchasing an apartment for faculty with one-time housing allowance (500,000 CNY);

(4) A favorable research environment and adequate resources;

(5)Research funds ranging from 1,500,000 to 5,000,000 CNY (500,000 to 1,000,000 CNY for qualified candidates in the field of social science).

3.Outstanding Professor

(1) A position as the Professor and PhD adviser;

(2) A competitive salary based at 400,000 CNY per year with potential bonus;

(3) One-time housing allowance (1,500,000 CNY), or a quota for purchasing an apartment for faculty with one-time housing allowance (400,000 CNY);

(4) A favorable research environment and adequate resources;

(5) Research funds ranging from 1,000,000 to 3,000,000 CNY (300,000 to 800,000 CNY for qualified candidates in the field of social science);

4. Young Talents

Young Talents at A-levelwill be provided with:

(1) A position as the Research Fellow and PhD adviser;

(2) A competitive salary based at 280,000 CNY per year with potential bonus;

(3) 4,000 CNYper month for renting apartments, or a quota for living in an apartment for faculty;

(4)A favorable research environment and adequate resources;

(5) Start-up research funds ranging from 500,000 to 1,000,000 CNY (200,000 to 400,000 CNY for qualified candidates in the field of social science).

Young Talents at B-levelwill be provided with:

(1)A position as the Associate Research Fellow and PhD adviser;

(2)A competitive salary based at 240,000 CNY per year with potential bonus;

(3)3,000 CNYper month for renting apartment, or a quota for living in an apartment for faculty;

(4) A favorable research environment and adequate resources;

(5)Start-up research funds ranging from 400,000 to 600,000 CNY (100,000 to 300,000 CNY for qualified candidates in the field of social science).

Young Talents at C-level will be provided with:

(1) A position as the Assistant Professor;

(2) A competitive salary based at 180,000 CNY per year with potential bonus;

(3) 1,500 CNYper month for renting apartments, or a quota for living inan apartment for faculty within two contracted periods;

(4) A favorable research environment and adequate resources;

(5)Start-up research funds ranging from 100,000 to 200,000 CNY (50,000 to 100,000 CNY for qualified candidates in the field of social science).

The university will also assist qualified candidates, their spouse and their children to get the Beijing Hukou (a household registration record as a local resident). Their children can alsoenjoy the priority regarding admission to the affiliated kindergarten and primary school of BUPT.
