一、单位简介

The Hong Kong University of Science and Technology (Guangzhou), (“HKUST(GZ)”), was officially approved by the Ministry of Education of People’s Republic of China to enter the preparatory status in September 2019. Located in Nansha, Guangzhou, the campus covers 1.13 square kilometers and the first phase of construction is expected to be completed by September 2022. At steady state, the number of undergraduate and postgraduate students will reach a total of 10,000. Under the “Unified HKUST, Complementary Campuses” framework, the intended areas of focus in HKUST(GZ) will be thematic and cross-disciplinary in nature, synergistic with HKUST, a world-renowned international research university with innovation in her DNA. There will be four Academic Hubs (equivalent to schools) with 16 Thrust Areas (equivalent to departments).

The University is looking for a seasoned administrator to serve as the Associate Dean of the HKUST Fok Ying Tung Graduate School (FYTGS). The Associate Dean will be stationed at the HKUST Guangzhou campus to assist the Dean in the formulation and implementation of strategic plans and policies in postgraduate (PG) education. Details of the FYTGS, the role of the Associate Dean as well as the requirements for the position are set out below:

HKUST Fok Ying Tung Graduate School

The HKUST Fok Ying Tung Graduate School (FYTGS) is the non-academic Unit to oversee the entire administrative scope of postgraduate (PG) education at both the Clear Water Bay campus and the Guangzhou campus. Under the “Unified HKUST, Complementary Campuses” framework, FYTGS is charged to facilitate true and effective integration across the two campuses in the development and delivery of PG education. It will partner with academic units and other stakeholders to ensure consistent policy and quality control over all PG programs across the two campuses.

Associate Dean of HKUST Fok Ying Tung Graduate School

岗位职责

The appointee will play a key role in the planning and implementation of the full spectrum of PG-related work before and after the commencement of HKUST(GZ), which is planned to officially open in the fall of 2022. He/ She will assist the Dean, along with the Associate Dean at the Clear Water Bay Campus, to ensure consistent policy and quality control over all PG programs, coordinate student recruitment and admission, as well as provide all-rounded oversight of entire HKUST PG students’ qualification and graduation.  He/She will be a key member of the Graduate School to partner with academic units and other stakeholders to ensure high quality of PG education; build a vibrant and diverse PG student community; help PG students navigate their degree and empower them to thrive while adhering to policies and rules; and foster an environment to encourage cross-campus and cross-disciplinary interaction and collaboration among PG students.

The appointee will provide oversight of student outreach and admissions, PG program and professional development as well as planning, policy and general administration, with a primary focus on the Guangzhou campus. Major responsibilities include the following:

1.Formulate and implement PG recruitment plans to attract the best talent internationally and enhance diversity;

2.Oversee PG student admission to uphold high student quality, establish procedures and systems in the GZ context, ensure compliance with policies and regulations;

3.Oversee the effective planning and delivery of student registry services and development of Student Information System;

4.Support the development of PG degree programs and courses, and monitor the quality of program/course delivery;

5.Serves on relevant committees as needed;

6.Develop and implement academic administration policies on PG education and allocation of Postgraduate Studentships;

7.Enhance procedures and develop documentation in alignment with the University’s quality assurance framework;

8.Collaborate with the counterparts at the Clear Water Bay campus on integration of practices on the two campuses and cross-campus arrangements;

9.Lead a team of Mainland-based administrative staff and oversee all HR, budgetary and administrative matters in the Mainland office; and

10.Lead other PG-related initiatives as assigned by Dean of FYTGS.

To foster true integration and coherence between the two campuses, the appointee is expected to travel to the Clear Water Bay campus from time to time, as needed.

Qualification Requirements

1.A good master’s degree or above;

2.Substantial administrative experience in the tertiary education sector at a senior level; experience in PG education and administration in an international research university setting is highly desirable;

3.Understanding of and knowledge of the current development of PG education in Hong Kong, the Mainland as well as in the international arena;

4.Strong leadership and experience in driving priority initiatives under rapidly evolving situations;

5.Proven track record of management experience at a senior level;

6.Excellent command of spoken and written English and Chinese (Putonghua); and

7.Excellent interpersonal skills; demonstrated capability of communicating effectively and working collaboratively with stakeholders at all levels and across cultures.
